(1) The Board may frame necessary Rules to carry out the objectives of this Act, and such Rules shall come into force after being approved by Government of Nepal.
(2) Without prejudice to the generality of Sub-section (1), the Board may frame Rules, in particular on the following matters:
(a) Appointment, remuneration, facilities and conditions of service of the Executive Director and
employees of the Board, (b) Use and operation of the Fund,
(c) Releasing the amounts for road repair and maintenance works, and financial procedures of the
Fund,
(d) Modality to be followed in carrying out the Board’s activities, accounts and fiscal administration and
road repair, maintenance and other works,
(e) Other necessary matters,
